From my experience, I can say that the best way to do this is to observe and study the work of the best designers. Trying to replicate their for exercise, we learn to see and then we are starting to see patterns, learn what's the best solution in terms of proportion, spacing, size and balance in design, and thus develop our taste and become better designers.
