I've been thinking about in-app notifications for things like downtime for maintenance, new features, etc. Looking around, most services that do have a way of notifying users often have an obtrusive way of doing it—typically through a badge on a bell icon or something similar. I wonder if a simple "psst..." would work. It doesn't try to steal your attention, but it's also enough to catch your attention if you're used to that space being empty.
