"In developing our solution, we were given two key pieces of information from community workings based in the Downtown Eastside:

1) Around 70% of homeless individuals have a smartphone

2) Most homeless individuals have some access to the internet through free wi-fi stations and non-profit agencies that provide them with limited access to the internet.

Knowing this, we were confident that using smartphones was a feasible solution and we chose to instead focus on how an individual is identified as a person."
