Fiscus is a Latin term which means “the basket” or “moneybag.” In Roman law, Fiscus means the emperor's treasury. Later on, it also included treasury of the state. Historically the term was used to describe the treasury of a monarch, a noble or any private person. Fiscus also means the treasury or property of the state as distinguished from the private property of the monarch.
