Partial Dates Picker

the partial dates picker is a solution implemented for one of the UX issues we've had in Healthcare: The need to record a date, but not being able to pinpoint it exactly (can you remember the exact date when you had a specific illness?)

The picker can work only with Years if the month is not exactly known.
