Concept for a shortcut menu/page

I got some feedback from my users for this previous project:

I originally grabbed this idea for news(marketing) section from Uber without thinking through. (screen capture: https://jiachunli.com/images/news.gif)

I personally love the interaction and everything and I think it's a smart interaction that draws people's attention.

But this is what my users really feel:
a), It is a trend for Chinese Apps to have Tabar instead of a hidden menu, they are asking for that Tabar on the bottom.

b), The swipe-up interaction for the news(marketing) section is also used for swiping the long list on the same screen, it is confusing to the users.

However, I can still use swipe down as a gesture on the same screen. SO I saved the lower screen for that Tabar and came up with this new idea, for an error-proof shortcut menu/page.
