Idea about how to manage several tabs

What you guys think? Sharing an idea here...
I'm confronted by a large number of tabs (14 to be precise), no way to put every piece of info in a same page, no way to blend tab's content to shrink the number of tabs to a better number.
I'm thinking about an additional approach of the Material Design's "Tab navigation", on which you have arrows to the right and left indicating the rest of the tabs since there's an horizontal scroll...
So after all that I thought about a dropdown in the right side (or even following the mouse's X position) that displays the list of tabs if you click it...

I really wanna know if I'm all that crazy thinking about it.
