City Serve - Any ideas?

Any ideas on how to take this to the next level? It is a pro-bono logo for a group creating events to serve our cities. This one is starting in Seattle. My concept was for it to look like a map of a city and the pieces to come together to form a heart. I also wanted it to feel a bit imperfect. Any suggestions would be great! Feel free to rebound it.
