Queues

Our review queues are going to gain collaboration functionality! Collaboration is a bit misleading, we really just don't want analysts to run into each other in the queue, so we'll indicate when an account (for review) has been checked out by another analyst.

To maximize efficiency, analysts can just click the "Start Review" button that would auto-serve all open queue items.
