Flood Zone NYC Relaunch

Recently relaunched http://floodzone.nyc with a simplified layout and a complete rearchitecting of the code that runs the site. Got rid of a lot of the extraneous features and stopped relying on the color coding to describe what flood zone you were in. Instead now, you are alerted if your location is within an evacuation zone, and if you are, you are shown the three closest shelters near you with the option to get navigation directions to those shelters (provided by Google or Apple Maps depending on platform). Also added some UI tweaks for in-app mode on iOS.
