Targeted Bullying E-shot Header - WIP

Reaching out to my dribbble friends for advice. I'm making a small header for an email campaign on the topic of targeted attacks and bullying and wanted to know which of these you guys think is more appropriate. I am a little concerned that the bottom one looks like someone being shot instead of targeted though.
