Wireframe to Visual Design

Taking a wireframe into a visual design, I try to have the layouts reflect each other as much as possible but still be as visually different as possible so as to not confuse the main purpose of each. Form vs function. Sometimes it's a hard line to define. How high-fidelity is too high for a wireframe?
