MKUltra "was" a deep-state research program conducted by the CIA from the early 1950s to the 1970s (allegedly). The project aimed to develop mind control techniques through the use of various methods including drugs, hypnosis, sensory deprivation, isolation and psychological torture with the goal controlling an individual for "intelligence" purposes. 

I mean, uh, it's all a conspiracy. Totally never happened.
