Tabs and list style for configuration

Trying this new tabs style for the configuration sections across the top. Moved the "about" text into a tooltip with the question mark, because based on user testing most people wanted it out of the way, but when they were confused they wanted it close at hand (this keeps it accessible).

Moved the setting details into 2 columns to conserve space. Moved the "+ New" button to the bottom of each list rather than the top right, with a dashed border. (I'm thinking of it turning solid with a white background on hover)
