First, we need to choose the colors.

In Figma, to create a prototype where the spotlight effect appears upon hovering over an element, you would first design the spotlight shape and associated content, then set up an "On Hover" interaction trigger for the spotlight layer to reveal upon mouseover during prototyping.

This was the final result of what we achieved.
