UI Element Challenge -- Day 056 Language Selector

Day 056 of the daily UI Element Challenge, a language selector.

I ran out of time on this one, but used the Hearthstone UI as a basis for this. I wanted to practice some game-style UI. The outer panel still needs some work, but I wanted to stick to my time limit, alas!
