Floating Action Bar "FAT"

I was asked to design an alternative to the FAB (Floating Action Button) and test it for Google Forms. This is the solution that worked best, a FAT aka Floating Action Toolbar. After several user studies, hands down this was the solution users got right away.

This bar lives and breathes with the user as they build their form. Keep in mind some of these users are teachers creating 200 question tests for students that sync to Google Classroom. The "Question Type" the user adds to their form is a learned behavior and the Form application keeps your "most used" question type patterns at the base of the question module for quick access through a Key Command or tabbing accessibility.
