Dashboard - help page

Hi guys,

This is a help page, where the user most likely go here because of they have a questions. So, the concern for user are:
1. Quickly talk with our CS representative if we are available.
2. Browse the FAQ article quickly by themself if we are not in the business hours.

It's important to show the clock here which lead the different timezone user understand when to call and not to call.
