It is sometimes a dilemma to decide how many personae to create in function of a target population which can be very varied and very different between themselves.

I think that's already very good, 3 would be a maximum. Let's not forget the primary purpose of this kind of work process:

to simplify the user's life by giving him/her the most suitable task and making it easier.

Finding yourself doing the splits with too many personae is counterproductive in my opinion.

In this case, I produced a small study of profiles from my background in the field of social assistance where I have many friends who gravitate there.

It was quite obvious to identify 3 major user axes, although there are many more (for this tender, the application in question has a very large panel of 1200 users.).

It made my job easier and I just had to draw inspiration from reality....We will see if the tender answer is positive....
