Glitch transitions

The primary goal of these transitions is to make it easier on the eye to transition from dark to light while doing it in a visually pleasing way to hopefully make the reading/scroll experience less jarring. At GitHub we talk to developers who crave transparent, technical descriptions. That means chunky pages. So we need to get creative to deliver the content. The pixel glitch effect is supposed to be another nod the software build process, part of the CICD cycle.
