Is an idea of a central informational system that gathers all the state-issued data, documents, and certificates and gives all citizens a clean overview and easy usage. 

The Protocol is a system of terminals for state institutions and payment transactions intended to replace counters and paperwork and to save a lot of communication time between different state services and administrations.

Each citizen is to get a unique identification number that replaces the current JMBG, medical ID, personal ID, and driver's ID and have the new number be clearly their own and serve as their connection to the system.

Once the system is set, each citizen gets a single physical document with clearly stated primary information and a QR code that authorities can scan if a checkup or identification is needed.
