This material is a real pain the butt to make. But it looks so damn cool. I'm gonna tell you how I did it. There two lights behind it, with large radiuses. Specular 100% Roughness 10% Transmission 100% IQR 1.5 All settings maxed out, cycles render 500 samples. 10 light paths for all. Film setting transparent for no Alpha.

All native blender no mods or textures needed.
