Broadcast Fee App Draft

Playing around with the idea of how to improve the interaction with the Rundfunkbeitrag (German Broadcasting Agency).

Problem to solve:
- Communication is tedious, slow, bureaucratic and impersonal
- Transactions/payments are currently not transparent

Proposed solution:
- Replace bureaucratic forms with interactive chat forms
- Give users the ability to easily ask questions
- Show the history of transactions related to a person's ID
