Speed Limiter?

As I am awaiting the approval (fingers crossed) of Two 1.1 I am starting to kick around ideas for 1.2. I want it mostly to be a bug fix/tightening release but I do think there are some interesting features that can be introduced as well.

The first one I am toying with is adding a connection shaping/speed limit function in. So you can test how your design will react on a 3G connection for instance.

So, thoughts? Is this still a useful feature to have in 2014?
