Layer 'Docking' Concept

Just a concept.

1. Locate layer you want to rearrange.
2. Drag layer into temporary 'docking' palette.
3. cmd + click in composition or scroll layer palette to find new destination for the 'docked' layer.
4. Move 'docked' layer back into main layer palette.
5. Profit.

Does something like this exist? Is there a way of doing this currently? Is an extension like this even possible?

Having worked with a lot of other designers recently, some of the files I've run across aren't exactly 'organized' :), so a tool like this would allow me to quickly select layers, and regroup them much faster than having to remember where they are in this massive inventory of layers.
