Deepsea Modal component

When we launched v1 of our design system one of the components that received the least design time was modal. I wanted to go back and give it the love it deserved so that it could be used more flexibly when creating with Deepsea.
I decided on 2 width sizes; small and default and a verity of variants for different use cases:
Default (message with action)
Transactional (The user must make a choice to continue)
Title only (simple modals that use less text)
Overflow scroll (Modals whos content overflows the max-height of the modal box can scroll their content)
