Whoops

So ya know, I was just working away as per usual minding my own business, when out of nowhere BAM (just like that) After Effects decides to throw some glitchy shit in my face, so instead of taking it straight to the face, I say hey After Effects, you ain't so tough... and I make this thing.

End of story time.

It was actually caused by the echo effect (with the 'starting intensity' set to zero) and then playing it back at quarter resolution. Not sure why it did this, but hey, happy accident. I ended up messing with it some more, but that's what's really causing this random stuff to happen.
